How the UAE spent nearly a decade moving to the front of the global AI map, and what it means for the two cities at its center.
K ESTATES · 6 MIN READ · JULY 2026
Over the past year, the country has appeared in headline after headline about chips, data centers and partnerships worth billions. From the outside, the momentum can look sudden, as if a wealthy Gulf state simply decided to buy its way into the conversation. It is a tidy story. It is also wrong.
What is happening now is the visible part of a plan that has been underway since 2017. The UAE named artificial intelligence as a national priority before most governments had a position on it, and it has moved with unusual consistency ever since. Here is the sequence, and what it means for the two cities at the center of it.
2017
Long before generative AI reached the mainstream, the UAE became the first nation in the world to appoint a Minister of State for Artificial Intelligence. It was a signal as much as an appointment. Around it, the government built the Strategy for Artificial Intelligence 2031, a roadmap for weaving AI through energy, healthcare, transport, education and government itself.
The point worth sitting with is the timing. The UAE named the priority before most countries knew they had one, and it committed to a horizon measured in decades rather than budget cycles.
2019
Two years later, Abu Dhabi opened the Mohamed bin Zayed University of Artificial Intelligence, the world's first graduate university devoted entirely to AI. Students arrive from close to 100 countries on full scholarships to study one discipline in depth.
The decision behind it is quiet but telling. Rather than rent expertise from abroad indefinitely, the country chose to grow it at home, and to draw some of the field's sharpest minds to do their work on Emirati soil.
2023 TO TODAY
The clearest proof that the strategy is working is the technology itself. Through the Technology Innovation Institute, the UAE has released the Falcon family of open source models, which have ranked among the strongest open models in the world since their debut. More recently, MBZUAI and its partners released K2 Think, a sovereign reasoning model built and trained in the country.
A producer of frontier technology, not only a buyer of it.
That is the specific claim these models make on the UAE's behalf. In a field split between a handful of American and Chinese giants, it is rare company to keep.
THE CHAMPION
Much of this ambition runs through G42, the UAE's own AI company. Its reach is not regional. It funds data centers and partnerships across three continents, works with the largest names in global technology, and sits at the center of the country's biggest AI projects. The intent was always to build for the world, not only for the Gulf.
THE INFRASTRUCTURE
Ambition needs somewhere to run. Abu Dhabi is building a 5GW UAE-US AI Campus, roughly ten square miles of land given over to computing power. It is the largest AI infrastructure project anywhere outside the United States.
At its heart sits Stargate UAE, a one gigawatt cluster built with OpenAI, Oracle, Nvidia, Cisco and SoftBank, with its first phase due to come online this year. Powered by a mix of nuclear, solar and gas, it is designed to serve a large share of the world's population, not only the region.
2026
The most recent piece arrived this summer. The United States eased its export controls for the UAE, granting license-free access to the most advanced American AI chips, a status no other country in the region holds. Approved Emirati entities can now source cutting-edge hardware directly, without clearing individual licenses each time.
For a country that had already built the strategy, the talent, the models and the infrastructure, this was the final piece sliding quietly into place. The engine was ready. This turned on the fuel.
THE PROPERTY ANGLE
Here is where a technology story becomes a real estate one.
Infrastructure at this scale does not sit in isolation. A 5GW campus is not only servers and cooling. It is thousands of engineers, executives and specialists who need homes. It is the global technology companies that follow the compute, opening offices and moving teams. It is the capital that arrives alongside them, and the businesses that grow up to serve all of it.
Cities that become anchors for an entire industry tend to hold their value differently. Demand deepens, it broadens across price points, and it draws from a genuinely international pool of buyers and tenants rather than a local one. Abu Dhabi and Dubai are being positioned as exactly that kind of anchor, and the timeline above suggests a long arc rather than a passing cycle.
For anyone weighing property here, the useful question is not whether the UAE will matter in AI. That has been answered. The question is which addresses stand to benefit most as the map settles, and how early one chooses to read it.
K ESTATES
The world is building artificial intelligence. The UAE, deliberately and for nearly a decade, has been building the place where it lives. Property tends to follow the ground it stands on. We help our clients read shifts like this one before they become obvious, across Dubai, Abu Dhabi and beyond.
